As part of the Autumn Talks, an inspiring lecture was organized on the topic of Democratic and Civil Control of the Security Sector. Interesting perspectives were presented by Dr. Luka Glušić from the Institute for Philosophy and Social Theory, Dejan Milutinović and Dr. Marina Kostić Šulejić from the Professional Association of the Security Sector.
As part of the fourth generation of internships at the Professional Association of the Security Sector (SUSB), the fifth event was held on the topic of civil and democratic control of the security sector. The event began with a presentation by Dr. Luka Glušić, Research Associate at the Institute for Philosophy and Social Theory. He introduced the concept of security sector reform and discussed civil and democratic control, focusing on the actors and institutions involved, the principles and instruments of control, as well as the measures and outcomes that control aims to achieve. Dr. Glušić also addressed international standards and practices in this domain, emphasizing the role of independent bodies in security sector control. He particularly stressed the necessity for all parties involved in the control chain to act within their legal authority and according to the law.
Dejan Milutinović, President of SUSB, also addressed the attendees, emphasizing the importance of communication and cooperation between those who design and implement security sector control and those being controlled to ensure the effective functioning of the security system. He particularly highlighted the significance of professionalism and depoliticization among all participants in the control process, underscoring the need to understand the nature of the work of security sector members and presenting some dilemmas and concerns that might arise from the security sector regarding the concept and implementation of security sector control. Following the presentations, an active discussion ensued, opening up many important topics on the control of the security sector.
The lecture was attended by SUSB scholarship recipients, students, professors, and interested professionals.
